    Doctor of Public Administration. Full-time Professor-Researcher at the Faculty of Law and International Relations at Anáhuac University Cancún. He also teaches in the areas of Government and Public Management, Master of Public Administration, and the Bachelor's degrees in International Relations and Law, respectively. He has over 15 years of experience in media, serving as a specialized commentator on Politics and International Relations, as well as a Type "A" broadcaster for Radio and TV. His expertise focuses on the diagnosis and strengthening of public policy projects for development, planning for local development, and the analysis of regional studies with a focus on Human Rights.

    Research interests

    The research lines of PhD. Luis Constantino Elizondo Paredes focus on the study of government, public policy, and public administration, with a strategic emphasis on institutional strengthening, development planning, and multilevel governance. His work examines the capacities of local and subnational governments, intergovernmental coordination, the design and evaluation of public policies, and the implementation of results-oriented strategic planning models. In particular, he has conducted research on sustainable development, territorial foresight, and long-term strategic planning, with special attention to the structural challenges faced by Mexican states and municipalities, especially in contexts characterized by high economic and tourism-related complexity.

    Complementarily, his academic agenda integrates international affairs, regional cooperation, and paradiplomacy, addressing the interplay between the local and the global, foreign policy, geopolitical dynamics in the Caribbean and Latin America, and the impact of international phenomena on regional development. He also incorporates a cross-cutting human rights, contextual justice, and interculturality perspective, conducting research on alternative dispute resolution mechanisms, indigenous justice, and public policies grounded in inclusion and the rule of law. Taken together, his research lines seek to articulate theory, empirical evidence, and practical application in order to strengthen democratic governance, regional development, and evidence-based public decision-making.
